Sometimes, people want to locate or build residential buildings in commercial or industrial zoned areas.
Commercial or industrial zoned areas are areas where neighbouring activities are allowed to put more noise over their boundaries.
So, council might agree to allow a residential building in a noisier area, provided the residential building has been designed to be quiet enough to sleep in, with the industrial/commercial neighbours making the noise they are legally allowed to make.
Council might ask for an acoustic design certificate from a suitably qualified, suitably experienced person.
